Hollow has been engaged in education programmes through both
practical work and applied research for the last eight years. His
experience ranges from implementing informal education programmes
with street children in Kenya to providing education advice to
government ministries in Malawi and Ethiopia. He has worked with a
range of private sector companies, international NGOs, and
community based organisations and has a proven track record in
influencing national policy decisions through applied
advocacy-based research.
Following the completion of his PhD in 2010 (evaluating ICT for
education in Africa), David has been working as an independent
consultant. His core expertise is in designing and implementing
monitoring and evaluation programmes for education initiatives,
focusing specifically on partnerships and the use of ICT. Issues of
teacher training and capacity enhancement for quality improvement
within the education sector are of particular personal interest and
David has worked on these topics in numerous African countries. In
addition to work in Africa, David also consults in the United
Kingdom and recently worked for the Global Campaign for Education
on their 1GOAL campaign. Alongside this, David has organised
numerous international workshops and enjoys facilitating effective,
constructive dialogue within these settings. He has lectured in the
United Kingdom Higher Education system at both undergraduate and
postgraduate level.
