Owen has over 25 years experience in the field of educational technology including being CEO of Becta. He was appointed by the then Secretary of State in 1998 and during his tenure as Chief Executive Becta had become the Government's lead agency in the use of ICT in education and as such is recognised internationally for its work in this field. As CEO of Becta, Owen provided advice to ministers and officials in Northern Ireland, Scotland, Wales as well as England. He personally sat on all the major UK Government ICT strategy groups and also sat on the Boards of a number of Government education agencies. Owen was responsible for the successful co-ordination and delivery of the Government's e-strategy for education; developing and implementing an overarching delivery strategy and establishing its effective programme management across some 25,000 schools and colleges.

Since stepping down from that CEO role Owen has operated as a senior consultant in the educational policy and strategy field to government departments, agencies and international private sector companies. This work in the main has revolved around advice on national policy and delivery programmes.

In order to ensure that he has recent and relevant international experience of policy and strategy developments Owen has recently visited and reviewed education practices in Northern Ireland, Scotland, Australia, Singapore, Republic of Ireland, England and the USA.
